Fighting the New [Haven] World Order


You never know what it’s going to take for the grand “moment” to take place, serving as the ultimate panacea to the problems facing the present – and forming huge impediments to the future – course of western civilization.

Anyone who reads the type of Samizdat-style stories found here or other dissident locations privately wonders to themselves how every one else around them could be so blind – clinging to a fools hope how some future event beyond their control will serve as the ultimate wake-up call to the reality of both our dispossession and the source of the ruin of this nation.

Knowing that America is governed by a veritable politburo, ensuring that certain topics are never, ever allowed a proper hearing in the court of public opinion, it would seem such hopes of an event manifesting itself seem foolish.

But what if such a monopoly on news dissemination (and the shaping of proper public opinion) proved to be the primary source of weakening the very system such a vise seeks to perpetuate?

What if it was never about a titular “moment” happening that awoken the masses, but simply a point in time when the system failed because enough people stopped believing in it?

A loss of legitimacy.

Some people go on and on about the “New World Order,” but were you to pay attention to what’s happening in New Haven, Connecticut you’d find a micro example of what’s occurring at the macro-level across all of America.  [NAACP Decries “Urban Apartheid”, New Haven Independent, 3-28-13]:
Black New Haveners lag 40 points behind white peers on reading tests, have half the average income of white families, and are concentrated together in struggling neighborhoods. There’s a name for that situation, according to the NAACP: “Urban Apartheid.” 
That’s the title of a new report released Thursday by the Greater New Haven branch of the NAACP. 
A year in the making, the report details many challenges minorities face in and around New Haven, and lays out some suggested solutions, including calling on the suburbs for help. 
“We are almost at the point of having a permanent underclass,” branch President James Rawlings said at a press conference at NAACP headquarters on Whalley Avenue. That underclass is mostly non-white and concentrated in poor urban neighborhoods, he said. For children growing up in such situations, “knowing where they’re born, we know they have no future,” Rawlings said. 
He called out a few key statistics from the 25-page “Urban Apartheid” report, which focuses on challenges in education, economic equity, healthy neighborhoods, and civic engagement. Click here to read the full report compiled by the NAACP.Among the stats he mentioned: 
- In New Haven, 66 percent of white students are reading at goal level by third grade, versus 26 percent of black students. 
- Ninety-eight percent of families with incomes of over $50,000 have access to the internet, versus 78 percent of families below that income level, in greater New Haven. 
- Twelve percent of minorities say they have trouble paying their rent or mortgage, versus just 4 percent of non-minorities in the greater New Haven metropolitan area. 
- Median income for black families in New Haven County has dropped $9,000 since 2008, compared to a drop of less than $3,000 for white families, who have an average income that’s nearly twice as high as black families. 
- Black people have less access to transportation, and thus have less access to jobs and longer commutes when they do have jobs. “We can’t have one town bearing the burden,” Rawlings said. He said the people who “fall out” in the suburbs end up on the New Haven Green. 
Among the efforts towards regional cooperation, he said the NAACP will be asking the federal Housing and Urban Development agency (HUD) to locate public housing in “healthy communities” in the suburbs, instead of concentrating them in the city.

From this article, one can easily surmise the NAACP of New Haven finds the communities black people create deplorable – the only answer to the problems of black people in New Haven is to be relocated to thriving white communities, whereby osmosis these “underclass” populations will magically find the means to economic prosperity and domestic tranquility.

More importantly, this study shows that black people will always deflect the blame of their collective shortcomings and failings to another, more ‘shakedown’ ready source.

New Haven is a city of 129,779 people, of which, 35 percent are black, 31.8 percent are white and 27.4 percent are Hispanic. The people at Imagine2050, Gawker, and Huffington Post should be in love with this, for it should serve as the perfect reminder of the racial utopia just beyond the horizon for not just New Haven, but all of America.

A “new heaven” if you will.

But it’s not.

As the NAACP study shows, black people can’t compete as a collective in 21st America – even when government, corporate America, and the academics operate under a strict guideline of doing everything possible to promote the interests of black people above all others.

Here’s the black contribution to New Haven.[24 Murdered. None White, New Haven Independent, 1-24-11]:
A 2010 crime breakdown shows 23 of the city’s 24 homicide victims were black. One was Latino. None were white. 
Why was that? 
Police Chief Frank Limon and Mayor John DeStefano were asked that question Wednesday at an annual crime data press conference at 1 Union Ave. 
They announced that murders rose from 12 to 24 from 2009 to 2010. Twenty-two victims were black males, one a black female, and one Hispanic male. 
Of 124 non-fatal shooting victims, 99 were black men; seven were black females; seven Hispanic males; one Hispanic female; eight white males; one white female; and 1 “other male.” 
In 2009, almost all the city’s 12 homicide victims were black (11 black males, 1 black female). Yale University graduate student Annie Le is not included in the total because her death occurred on the Yale campus. When asked about the reason for the glaring racial disparity in homicide victims, DeStefano responded that “the greater correlation is the reentry population,” meaning that a high percentage of people caught up in gun violence have returned to the streets from prison. 
Chief Limon said “geography” explains the disparity. 
“Most of our violence is in an area of the the city. Obviously there are neighborhoods that make up the city in terms of race,” he said.  
The past year has seen demonstrations and memorial gatherings in response to shootings take place primarily in the black community. (See a video clip at the top of this story.)

Worse, New Haven is only one of America’s most dangerous cities because of its black population [Murder Map Released, New Haven Independent, 1-28-13]:
Since 2005, 85 percent of New Haven homicides have occurred in just one-third of all city neighborhoods. 
And “neighborhoods that saw two or more homicides from 2005 to 2011 ... are almost entirely African-American and Latino.” 
That’s the word from the not-for-profit numbers-crunching outfit called Data Haven. It has produced a report and map matching homicides over six years with U.S. Census data. 
In most of New Haven, according to the findings, the murder rate is no higher than it is elsewhere in Connecticut. But in those hardest-hit neighborhoods, it’s ten times higher.

The NAACP wants to relocate the New Haven underclass to white areas of the city untouched by crime, murder, or mayhem… the joys of Section 8 Vouchers and the redistribution of the misery found almost exclusively in non-white sections of a city.

 A loss of legitimacy.

Look no further then New Haven to understand what the coterie tasked with managing this “nation” have in store for the rest of America – a white population capable of producing healthy communities wherever they go (and accumulating capital through owning property and watching as it appreciates) and a government dedicated to destroying those communities via the importation of underclass blacks there.

A black population, mind you, convinced that the shortcomings of their community are the fault of anyone but the individuals who comprise the black community.

The established, corporate media in America – basically Pravda at this point – in 100 percent vested in keeping the cabal who erected Black-Run America (BRA) in place.

But understand the ultimate goal is not a New World Order – it’s a New [Haven] World Order.

The Racial Demographics of NeighborhoodScout’s Top 25 Most Dangerous Neighborhoods in America

Recently, they released a study of the Top 25 Most Dangerous Neighborhoods in America -- a reminder that though certain cities may have highly desirable zip codes, many of these same cities are riddled with the type of violence no responsible homeowner (or business owner) wants to be near. 

Here's how NeighborhoodScout developed its list:
Even the most dangerous cities in America can have relatively safe neighborhoods, as there is more variation in crime within most cities than between cities. But using exclusive data developed by NeighborhoodScout, and based on FBI data from all 17,000 local law enforcement agencies in America, we here report those specific neighborhoods in America that have the highest predicted rates of violent crime per 1,000 neighborhood residents of all. Violent crimes include murder, forcible rape, armed robbery, and aggravated assault. These neighborhoods are the epicenters of violence in America, where social issues are likely to ignite into violence and spread.
As one would expect, Chicago, St. Louis, and Memphis are well-represented on this list of cities containing some of the most violent neighborhoods within their city limits. 

Regrettably, NeighborhoodScout.com didn't include racial demographics for these neighborhoods. Luckily, the real estate Web site Moveto.com does supply such demographic data for zip codes where these 'most dangerous' neighborhoods are found.

Not only that, but Moveto.com gives you an incredibly detailed listing/metrics of important demographic, property valuations, crime index, and owner vs. rental rates data that will help homeowners prevent making a huge mistake when moving to a city.

And provide important data to business owners/investors interested in expanding or opening a store/franchise in that zip code.

By simple cross-referencing of NeighborhoodScout.com with Moveto.com, it was simple to produce a detailed racial breakdown of those neighborhood's labeled "America's Most Dangerous."

Of those 25 neighborhoods:

  • Eight of the 25 had black populations greater than 95%
  • 11 of the 25 had black populations greater than 90%
  • 14 of the 25 had black populations greater than 75%
  • 21 of the 25 had black populations greater than 50%
  • Four of the 25 were located in Detroit, all with black populations greater than 90%


NeighborhoodScout.com is an invaluable Web site.

But sometimes you have to dig just little deeper into the data to find the type of uncomfortable information almost every homeowner consciously considers when buying a home or a business-owner works into their business plan when deciding where the best customers will be found.

Jason Collins Discriminated Against? The 2013 NFL Draft and the Plight of the White Wide Receiver

On a day when the establishment media and the cabal in charge of policy-making in the United States laud NBA journeyman Jason Collins for "coming out" as a homosexual, VDare.com publishes a piece by Paul Kersey on the only true form of discrimination left -- that against whites in America. [The 2013 NFL Draft: Ryan Swope, Conner Vernon Latest Casualties Of War Against White, VDare, 4-29-13]:
Connor Vernon -- the 'wrong' race for the NFL? Maybe he should pull a Jason Collins...
The Senate is out of session this week and the Amnesty/ Immigration Surge bill on hold, but the war against the historic American nation continues—even in the National Football League. 
This was the weekend of the NFL Draft, a media spectacle featuring the 32 franchises supposedly scrambling to pick the best college football athletes in the country. This year, the Draft was expected to be watched by some 50 million people. 
[NFL Turns Its 6-Month Season Into a 12-Month Business, CNBC, April 26, 2013]The NFL isn't just a sports-entertainment empire that generates many billions of profit per year. It's also a wonderful distraction—anopiate for the masses, if you will—from such frivolous news as the Gang of Eight’s desire to turn all of America into California. 
But it's more than that. It's another battlefield in America's long war against her own people. 
The 2013 Draft provides another example of anti-white discrimination that goes all but unmentioned by the fanatically PCsports journalism establishment.In the NFL, there is no such thing as “white privilege”. There’s systematic anti-white bias, as I’ve documented here. The NFL's studied indifference to its lack of white players contrasts dramatically with the attitudes of other professional sports leagues accused of having too few blacks. Major League Baseball (MLB) has no problem conducting studies to try and figure out why so few of its on-field employees are black. Incredibly, even the National Basketball Association’s (NBA) has seen accusations of being anti-black, with the Minnesota Timberwolves attacked for being “too white” for daring to have 10 of its 15 players be non-black in an 80 percent black league. 
The NFL itself has undertaken a more than three-decade long quest to promote more black quarterbacks, with Rush Limbaugh being one of the casualties of the war. 
4.3 speed (second best 40 time by receiver at NFL combine)? Not good enough, Ryan Swope. Not good enough...
White players are actively discriminated against in most professional sports, but especially football. Let's take one example: the stereotypically black position of wide receiver. In the 2013 Draft, of the 254 players selected, 28 were receivers (11 percent). Of those 28 receivers selected, only one was a white athlete—Texas A&M’s Ryan Swope, who ran the second fastest 40-yard-dash for a receiver at the NFL Combine, at 4.34. 
He was selected in the sixth round, despite being one of the top receivers in college football, projected as a third or fourth round pick. 
Another overlooked white receiver: Conner Vernon, the record-setting star from Duke University. He wasn’t drafted, although he was signed as an undrafted free agent by the Oakland Raiders. This means he will be forced to compete for a roster spot.

Remember -- everyone now considers Jason Collins "brave" for coming out of the closet as a homosexual, though no such social stigma exists anymore for such a move. In fact, he's more of a star - a media personality - now then he was before he came out as gay.

Before, he was just another tall black guy in the NBA. Now he's a tall, black, gay guy in the NBA.

But a guy like Connor Vernon? He's a just a 'white boy' trying to play a black man's game -- or, at least it is artificially kept a black man's game....

Saving Milwaukee? Encourage Blacks to Leave

Do you recall the city where the term 'Oh, White Girl Bleeds A Lot' was uttered?
The desire for cheap labor drove businesses/manufactures to recruit blacks to Milwaukee in the middle portion of the 20th century-- poor future-time orientation has doomed 2013 Milwaukee to having some of the highest rates of black crime in America

Milwaukee.

Where in 2011 'dozens to hundreds of blacks' attacked whites at the Wisconsin State Fair.

A city with one of the lowest levels of black employment in the entire nation. Only Buffalo and Detroit have lower rates of employment for black males [Employment of black men drops drastically: UWM study of 2010 census data finds record low in Milwaukee, Milwaukee Journal-Sentinel, 1-23-12].

Milwaukee.

A city that is 40 percent black and 37 percent white -- where 45 percent of blacks and only 5 percent of whites were on food stamps/EBT in 2009 (well, residents of Milwaukee County).

Milwaukee, a city with one of the highest poverty rates in all of America (we should probably qualify this poverty, for it does have a color) -- where 41 percent of the black population is considered 'poor'.

Milwaukee.

A city where the police department has come under-fire recently because the only areas where criminal activity takes place is in areas devoid of whiteness [New Milwaukee police procedures address racial profiling, crime data, Milwaukee Journal-Sentinel, 2-7-13].

Milwaukee.

A city where the most violent zip code (53206) is 96 percent black. Worse, almost every murder suspect is black:
The 2011 Milwaukee Homicide Review Commission is a review of police data compiled from Wisconsin’s largest city.
Milwaukee, with a population of just less than 600,000, is 40 percent African-American and 37 percent white. The 2011 Homicide Review Commission reports there were 86 homicides that year, with 93 percent of the suspects black males.
Overall, the homicide rate was 14.5 per 100,000 residents, and the nonfatal shooting rate was 79.5 per 100,000 residents. However, when broken down by race, “the homicide rate per black residents is 27.9 per 100,000 compared to 9.7 per 100,000 Latino residents and 1.7 per 100,000 White residents.”
Digging deeper into the Homicide Review Commission, the reality of gun crime in Milwaukee becomes transparently black. In 2010 and 2011, white people represented only one percent of nonfatal shooting suspects (p. 21). In 2010, there were 204 nonfatal shooting suspects, with blacks representing 88 percent of the suspects. Hispanics represented 15 percent of the suspects. In 2011, there were 183 nonfatal shooting suspects and blacks were 89 percent of the suspects; Hispanics represented seven percent of the suspects.

Milwaukee.

It's a dying city -- well, courtesy of a certain racial demographic that is becoming increasingly obsolete in the 21st century [Milwaukee's deep racial, economic divisions are challenges to rebirth: When Milwaukee's then-thriving factories sought the labor of African-Americans migrating from the South, roughly three out of four black families here were husband-wife. Today: 31%, Milwaukee Journal-Sentinel, April 16, 2013]:
The metropolitan region as a whole - Milwaukee, Waukesha, Ozaukee and Washington counties - ranks in the upper half of large metropolitan areas in per capita income. But beneath that level of relative prosperity lie entrenched poverty in much of Milwaukee and wide gaps in economic well-being between city and suburbs, black and white.
In almost no large metropolitan area is there a greater difference in black and white income. In few if any large metro areas is poverty as highly concentrated within the major city - 73% of the area's poor live in Milwaukee proper, compared with 64% of the poor in Columbus, Ohio; 53% in Oklahoma City; or 47% in San Diego.
"Milwaukee stands out as a place where the poor are quite isolated," said Sean Reardon, a professor of education at Stanford University who has studied the growth of income segregation in the United States.
This matters.
It most hurts the poor themselves, who often lack reliable transportation to tap job opportunities far from the central city.

But the effects arguably spill over a wider area. The poverty in the city presents a potential drag on the region's economic health and its attractiveness to employers, said Tim Sheehy, president of the Metropolitan Milwaukee Association of Commerce.
"It's dangerous for the economy of Milwaukee to look like a barbell, where you have concentrated wealth on one end and concentrated poverty on the other," he said.
Professor Chris Benner of the University of California, Davis said regions that are more segregated in terms of income or race tend to grow more slowly.
"There are a bunch of reasons intuitively why that may be the case," he said. "If you have a declining central city and poor infrastructure and a lot of broken windows and a lot of signs of poverty, it's going to be harder to attract new investment, harder to get businesses growing there. You've got all the loss of human capital, of high dropout rates and high levels of poverty and all those sorts of social dislocation that go along with that."
Those are among problems with which Milwaukee's black community has struggled. One result, and possible contributing factor: A decline in married-couple African-American families that has left Milwaukee almost without peer in the United States.

Fifty years ago, when Milwaukee's then-thriving factories sought the labor of African-Americans migrating from the South, roughly three out of four black families here were husband-wife. Today: 31%.
"This is shocking," said Danae Davis, chief executive officer of PEARLS for Teen Girls Inc., a nonprofit that seeks to help girls achieve in school, avoid pregnancy and pursue their goals. "Thirty-one percent. I would think we would be sounding the alarm."

...Wisconsin incarcerates black men at an especially high level. In fact, a newly released analysis of 2010 census data by John Pawasarat and Lois Quinn of the University of Wisconsin-Milwaukee found that Wisconsin had the highest incarceration rate, with one in eight African-American men of working age behind bars. No other state came close.
In 1970, Milwaukee was close to the U.S. average in terms of married-couple African-American families. During the following 10 years, the percentage here fell off a cliff, dropping much more sharply than it did nationally. The decline was so severe that by 1980, Milwaukee already was at or near the bottom of the country in percentage of black families with both a husband and a wife.
At the same time, the number of young-adult black women was increasing more rapidly than the number of young-adult black men. One possible but disputed factor: Relatively high welfare benefits during the '70s and '80s - as much as 50% more than in neighboring Illinois.
The existence - or not - of so-called "welfare migration" was heatedly debated, without resolution. But in any event, Milwaukee continued to be a major destination for poor African-Americans even after the area had shed tens of thousands of the factory jobs that previously had lured workers.
During the late '80s, some 6,800 African-Americans with incomes below the poverty line moved to Milwaukee from other states, demographer William Frey, then with the University of Michigan, found.
So -- long ago, business owners wanted cheap labor to drive down costs and increase profit margins.

Enter a migration of black people to Milwaukee.

Couple this desire for cheap labor with a 'generous' welfare system - those silly Midwestern sons and daughters of Scandinavia - and you have an incredibly combustible situation of poor future-time orientation by the founding white fathers of the city of Milwaukee.

Well -- do you now understand why Milwaukee is the city where the term  'Oh, White Girl Bleeds A Lot' was uttered?

If Milwaukee wants to 'move forward' and separate itself from loser cities like Baltimore, Cleveland, St. Louis, Birmingham, Memphis, Buffalo, and Kansas City, it simply needs to offer the black population an incentive to leave and move back south.

Seriously.

It's that simple.

Black labor is no longer needed, and the costs associated with maintaining the black population (welfare, police, security, and - worse- the erosion of property value in majority black zip codes and subsequent loss of tax revenue) is threatening to claim yet another major American city's vitality.

There isn't one city in America with a majority black population (save Washington D.C.) that is attracting either outside capital - business - investment or productive non-black citizens who want to relocate there and raise a family.

The prior paragraph is a powerful reminder of the reality of inequality in 21st century America.

Milwaukee.

To survive as a city and stave off the same scenario that doomed Detroit, the city leaders of Milwaukee must find a way to encourage an out-migration of blacks.

If not, get used to the term 'white girl bleed a lot'.

"Behind Blue Eyes" -- The Brunswick Baby Murder One Month Later...

Sherry West was just a piece of trash, right?

13-month-old Angel Santiago, who had the "bluest eyes," was just the by-product of a 'mudshark' -- right?

Right?

No matter that  Brunswick City Commissioner James Henry Brooks - a black man -was arrested when he interfered on behalf of 17-year-old De'Marquise Elkins (one of the two black individuals accused of killing Santiago), telling his family they didn't need to talk to the police. 

How could De-Marquise (Marky to his friends) be a killer? His favorite television programs, according to his public defender, are cartoons.

Dominique Lang, a 15-year-old who is also charged with the killing of Santiago, doesn't quite have the gang-affiliations of Elkins:
Glynn County police investigator Roderick Nohilly, tied Elkins to gangs, including the nationally known Bloods and Crips.
Nohilly said Elkins has tattoos, including a tear drop under his right eye, commonly known to be indicative of gang membership, and a Facebook social media page believed to be Elkins’ contains references to gang activity. In the biography section of the page, Elkins states that he is a member of the Bloods, Nohilly said.
Elkins also has three burn scars in the shape of a triangle on his upper right arm.
“They represent the three places gang members end up — the hospital, prison or the morgue,” Nohilly said.
Remember -- 13-month-old Angel Santiago was shot at just a few minutes past 9 a.m. as his mother (a piece of white trash, right?) was pushing him in a stroller.

Oh -- and one of Elkins' many family members currently behind bars for their part in covering-up the murder of baby Santiago was just granted bail:
One of the people connected to the Brunswick Baby Murder case may soon be released from jail.

Sabrina Elkins was granted a $25,000 bond on Wednesday.

Elkins told the court she was on the "straight and narrow," until she was arrested.

"Sir, I was going to school in May to be a doctor," she said.

The 19-year-old sister of accused baby killer DeMarquise Elkins is now charged with felony evidence tampering.

[SPECIAL COVERAGE: BRUNSWICK BABY MURDER]

Police say she and her mother, Karimah, tried to hide the gun police believe DeMarquise used to kill 13-month-old Antonio Santiago last month.

Police say the mother and daughter threw the weapon in a salt water pond about three miles from the crime scene.

The woman accused of helping to cover up the crime is the same woman who told Action News cameras the day after the murder that her brother was innocent.

On March 22, Sabrina Elkins told us, "My brother is locked up for no reason, and it's hurting my heart because he's locked up for no reason, period!"

Police say DeMarquise Elkins, 17, and Dominique Lang, 15, tried to rob the baby's mother. And when they didn't get what they wanted, police say they shot her and the baby. The mother, Sherry West, survived.

Now, a total of four Elkins family members are named in the indictment. DeMarquise, his mom, his sister, and his aunt, Katrina, who police say lied to them by providing DeMarquise with an alibi. 
A city commissioner and four of Elkins family members have been arrested.

Angel Santiago is dead.

 But Sherry West is just a piece of trash, right?

At least one member of the black community in Brunswick is apologetic. Pastor Ken Adkins.

Only 'he' seems to get what this murder represents:
 A profanity-laced video showing prominent Georgia pastor Ken Adkins is spreading across the internet.  Adkins can be heard screaming the n-word on what appears to be a cell phone recording. On it, he also disparages members of the Brunswick community. 
Embarrassed by parts of it, Adkins watched the video Wednesday night with Action News' Jamie Smith.
The pastor said his tirade was secretly recorded months ago in the barbershop next door to his church in Brunswick moments after he witnessed a drug deal in his parking lot.

Adkins told Action News, "I said to them, 'I'm frustrated.'  I can't believe there are people who would jeopardize what we built because they're stupid and crazy."
 All of America is Brunswick, Georgia.

Your wife; your sister; your mother could be Sherry West.

And the Department of Justice wouldn't give a damn.

Two seemingly unrelated stories (one a press release from the U.S. Treasury Department issued on April 23, 2013; the other an excerpt from a book on NASA and Space Flight) illustrate the current state of America better than any speech by a Conservatism Inc. politician or oration by a Marxist academic ensconced in academia. 
One branch of mankind's greatest accomplishment... attacked as 'foolish spending' better served on America's poor black communities.


No need for any analysis, for the narrative should leap from your computer screen and knock you over the head with a ferocity usually reserved for the boxing ring:

Washington, DC—Building on the Obama Administration’s commitment to increase economic opportunity in distressed areas of the United States, the U.S. Department of the Treasury’s Community Development Financial Institutions Fund (CDFI Fund) today announced $3.5 billion in New Markets Tax Credit (NMTC) awards nationwide. Treasury will provide 85 organizations with tax credit allocation authority under the tenth award round of the NMTC Program. 
“The New Markets Tax Credit addresses one of the most significant obstacles to economic development that low-income communities face: a lack of access to patient, private investment capital,” said Treasury Assistant Secretary for Financial Institutions Cyrus Amir-Mokri. “The $31 billion worth of tax credits awarded in past years have gone toward preserving hundreds of thousands of jobs and bringing community facilities and new businesses into neighborhoods that desperately needed them. I expect today’s awardees will continue that trend.” 
“In fact, over 70 percent of New Markets Tax Credit investments have been made in communities that meet the highest distress criteria, above even the program’s requirements, CDFI Fund Director Donna J. Gambrell. “That result effectively demonstrates how essential the New Markets Tax Credit Program is to spurring economic development in underserved areas.” 
The NMTC, established by Congress in December 2000, permits individual and corporate taxpayers to receive a credit against federal income taxes for making equity investments in vehicles known as Community Development Entities. The credit provided to the investor totals 39 percent of the cost of the investment and is claimed over a seven-year period. For every dollar invested by the Federal government, the NMTC Program generates over eight dollars in private investment. This strong record of spurring economic growth is one of the reasons why President Obama’s FY14 budget included an expansion and permanent extension of the New Markets Tax Credit. 
The 85 organizations receiving awards under the 2012 round were selected from a pool of 282 applicants that requested approximately $21.9 billion. They are headquartered in 28 states and the District of Columbia, but will be providing services in a wide range of local and state areas as well as on the national level. It is in T.A. Heppenheimer's book Space Shuttle Decision, 1965-1972, we learn that as one branch of mankind of was preparing to send a man to the moon, another branch of mankind was busy trying to see money invested in such a frivolous endeavor channeled to their community. From the chapter, "Winter of Discontent" (p. 151-152):
On an afternoon in July 1969, while the Apollo 11 mission stood poised for a flight to the moon, Tom Paine found himself confronted by a group of civil rights demonstrators. Their leader was Reverend Ralph Abernathy, president of the Southern Christian Leadership Conference. Abernathy had succeeded Martin Luther King in that post, following the death of King a year earlier. Abernathy now came to Cape Canaveral on the eve of NASA's triumph.A light mist of rain fell intermittently, as thunder rumbled in the distance. Paine stood coatless under a cloudy sky, accompanied only by NASA's press officer, as Abernathy approached with his party, marching slowly and singing "We Shall Overcome." Several mules were in the lead, as symbols of rural poverty. Abernathy then gave a short speech. 
He deplored the condition of the nation's poor, declaring that one-fifth of the nation lacked adequate food, clothing, shelter, and medical care. In the face of such suffering, he asserted that space flight represented an inhuman priority. He urged that its funds be spent to feed the hungry, clothe the naked, tend the sick, and house the homeless.
Paine replied that "if we could solve the problems of poverty by not pushing the button to launch men to the moon tomorrow, then we would not push that button." He added that NASA's technical advances were "child's play" compared to "the tremendously difficult human problems" that concerned the SCLC. He offered the hope that NASA indeed might contribute to addressing these problems, and then asked Abernathy, a minister, to pray for the safety of the astronauts. Abernathy answered with emotion that he would certainly do this, and they ended this impromptu meeting by shaking hands all around.  
Their brief conversation brought no lasting consequence. Yet it was heavy with history, for Paine and Abernathy stood as representatives of two deep themes that had marked the nation's experience before America even existed. 
Paine was the technologist, heir to a record of splendid accomplishment. His forebears had built ships, constructed transcontinental railroads, dug the Panama Canal, captured water to allow cities to grow in the arid West, flung power and telephone lines from coast to coast. They had built highways and factories, had put the nation on wheels, had mastered the art of flight. At that very moment, others were winning achievement in the realm of computers. 
There was, however, another and far more somber side to America's history, for the nation had been conceived in the original sin of slavery. Abraham Lincoln had proposed that "every drop of blood drawn with the lash shall be paid by another drawn with the sword"; yet the stain ran so deep that not even the Civil War could expunge it. Like Lincoln, Martin Luther King had grappled with this sin, had sought the moral authority to sway a deeply divided people; and like Lincoln, he had paid with his life, with his goal only partly won.
One branch of mankind succeeded on walking on the moon. Every time you look up at the moon - be it a full, waxing, or waning moon - know that the only feet to ever tread upon it are those of Europeans.
No singing of "We Shall Overcome" can help Detroit 'overcome' what blacks have done to the city

But know this -- though the problems of poverty were not solved back in 1969 and we did send men to the moon, Reverend Abernathy's dreams came true in the end.

Space flight and exploration isn't an "inhuman priority" -- it's a priority of a civilization unencumbered by being tethered finite.

A belief in our supremacy got us to the moon, propelled by the dreams of a better tomorrow for our posterity and our nation; a belief in our shared guilt gave us Detroit 2013, propelled by the nightmares our forefathers stained their progeny with...

Now, we give tax-credits in the billions to areas blighted by the same people who 44 years ago stood against one branch of mankind's greatest technological achievement -- whining for food, clothing, shelter, and medical care.

"One small step for a man, one giant leap for mankind." 

Few people know a speech was prepared for President Nixon in the event the Apollo mission experienced problems:
"Fate has ordained that the men who went to the Moon to explore in peace will stay on the moon to rest in peace. These brave men, Neil Armstrong and Edwin [Buzz] Aldrin, know that there is no hope for their recovery. But they also know that there is hope for mankind in their sacrifice."
What hope is there for mankind in the sacrifice of Detroit? Of Birmingham? Of Memphis? Of Baltimore? Of St. Louis? Of Philadelphia? Of Milwaukee? Of Chicago?

Civilization has been sacrificed in these cities.
